How to make UPI payments without a working internet connection

Transferring money is one of the many jobs that have been made simpler by the digital age. In the past, sending money

needed a trip to the bank, but today, utilizing a mobile phone and an internet connection, you can easily do this from the comfort of your home.

Surprisingly, you may use UPI to send money without an internet connection or with a simple feature phone. Recently, three digital solutions related to UPI—UPI 123Pay, UPI plug-in service for merchant transactions, and Autopay on QR code—were unveiled by HDFC Bank, a well-known private sector financial institution.


The following is how to use UPI to make payments without a working internet connection:

1. UPI 123Pay: Payment via IVR

UPI 123Pay makes it possible for people without smartphones or internet access to make UPI payments by simply dialing a phone number. Through Interactive Voice Response (IVR), customers may easily reserve and pay for services.


2. UPI plug-in service for merchant transactions

By streamlining UPI payments, the UPI Plug-In Service eliminates the need to switch between several apps while making purchases.

3. Autopay on QR code

Recurring payments are made easier with AutoPay and QR codes. Utilize UPI QR codes to set up automatic payments for subscriptions, streaming services, and more, doing away with the need for human transactions.



You can make UPI payments without an active internet connection by using the USSD code *99#. Here are the steps to set up and use this feature:

  • Setting up offline UPI payments:

1. Open the dialer on your phone and dial *99#. 

2. You will be asked to select the language you desire. 

3. Enter the IFSC code of your bank in the text field. 

4. Link the desired bank account number and set up the payment process. 

5. Enter your debit card's last six digits and expiry date to complete the verification process. 


  • Making offline UPI payments: 

1. Open the dialer in your phone and enter the USSD number *99#, and call. 

2. Among all features visible on your screen, select option "1", which stands for "Send Money".

Please note that you will be charged Rs.0.50 per transaction to use this service³. Also, presently, the upper limit of such transactions is Rs.5,000.

Alternatively, some banks like HDFC have introduced UPI services for feature phones that allow transactions without active internet¹. Also, there's a UPI 123Pay initiative by RBI and NPCI that allows feature phone users to complete digital payments without an internet connection. You can check out these options as well.
